You may have seen websites, contractors, or social-media posts discussing Virginia homeowners receiving thousands of dollars for heat pumps, electrical upgrades, insulation, and other home improvements.
There is an important catch:
Virginia's major Home Energy Rebate programs are not yet open to consumers.
As of September 2026, Virginia Energy says the programs remain under development and applications are not currently available.
Two major rebate programs are planned.
Home Efficiency Rebates
This program is designed to provide incentives for qualifying whole-home energy-efficiency projects.
Depending on household income and the energy savings achieved by the project, planned rebates may reach several thousand dollars per household.
High Efficiency Appliance Rebates
This program is expected to provide income-qualified households with rebates for certain high-efficiency electric appliances and home upgrades.
Planned maximum incentives have included amounts such as:
• Up to $8,000 for certain qualifying heat pumps
• Up to $1,750 for certain heat-pump water heaters
• Up to $4,000 for certain electrical-panel upgrades
• Up to $2,500 for qualifying electrical wiring
• Up to $1,600 for insulation, air sealing, and ventilation
The overall planned household maximum can reach up to $14,000 under certain circumstances.
These figures represent program limits, not guaranteed payments.
Why homeowners should be careful
Do not assume these rebates are currently available when receiving a contractor estimate.
A contractor should not present a future rebate as guaranteed money unless the program is actually open and the homeowner clearly meets the requirements.
Federal incentives have also changed
Several previous federal residential energy tax incentives ended for new qualifying expenditures after 2025 under current federal law.
That makes it even more important to distinguish between:
• Programs currently available
• Programs that have ended
• Programs that have been announced but have not launched
